Kelly Fraase is the Director of Student Services and Professional Development for the
Sangamon Area Special Education District (SASED). Before taking on this role, Kelly was a
Special Education Administrator for eight years serving in several SASED school districts. She
was responsible for overseeing, managing, and ensuring the legal aspects of individual
education plans (IEPs) were being implemented. She also provided guidance to the school
districts that she worked with by increasing their awareness of their responsibility in providing
research based interventions to students.
Prior to joining SASED, Kelly was an Assistant Principal for the Riverton School District for
seven years after teaching a variety of grade levels ranging from second up to sixth grade for
eight years. She was responsible for providing leadership to school’s stakeholders in creating
and implementing a school improvement plan, organizing/developing curriculum frameworks,
providing professional development opportunities, monitoring implementation of formative and
summative assessments to enhance instructional planning, and implementing educational
changes to meet state and federal mandates of the Response to Intervention Initiative.
Kelly earned a Bachelors of Psychology and Masters in Educational Leadership at the
University of Illinois at Springfield. She completed her Learning Behavior Specialist 1
endorsement through Quincy University.
